Rubén Méndez Reátegui

Expert and Consultant in Economic, Social, and Administrative Regulation. With extensive experience in several senior executive positions such as a deputy director, project manager, and project director in quality processes in the educational sector (third and fourth level) and other regulated and industries. Currently Director of the CONVERGENCIA International Research Group at the Universidad Autónoma de Chile and President of the Latin American and Caribbean Association of Law and Economics (www.asociacionalacde.org). Independent board director and senior legal advisor.

I have participated in the technical activities of the Secretariat of Higher Education, Science, Technology and Innovation of Ecuador (consultations on research and open science) and the Undersecretary of Simplification and Regulatory Analysis of the Secretariat of Public Management of the Republic of Peru, Technology and Innovation of Ecuador (consultations on research and open science) and the Undersecretariat of Simplification and Regulatory Analysis of the Secretariat of Public Management of the Republic of Peru aimed at generating inputs for the drafting of the Legislative Decree of the Law on Regulatory Quality, which had an impact on the following sub-topics: (a) Governance Improvement; (b) Innovations for Regulatory Quality; (c) Sustainability of the process of regulatory quality; and (d) Citizen participation, among others.

My expertise includes extensive work in economic and administrative regulatory advocacy (strategies for effective regulatory defense). Afterwards, I have been appointed as a member for Peru, Chile and Ecuador of the IFO Center for Public Finance and Political Economy (www.ifo.de/en/ees), the Institute for Swiss Economic Policy (www.iwp.swiss) and as a full member of the World Interdisciplinary Network for Institutional Research (https://winir.org), the Group for the Harmonization of Law in Latin America (https://gadal.uexternado.edu.co), the Ecuadorian Institute of Competition (www.competenciaecuador.com), the Ibero-American Association of Regulation (www.asier.org) and the BeLatin Group.

I have been published and/or mentioned by several leading scientific publishers (Springer, Tirant Lo Blanch, Atelier) and specialized European journals such as the International Journal of Public Law and Policy (Switzerland) and the Revista de Derecho Político (Spain).

I hold a Double Bachelor’s Degree in Law and Political Science and a professional degree in Law from the Universidad Nacional Mayor de San Marcos (UNMSM).

I hold a Master’s in Applied Economics (UNED); an Official University Master’s Degree in Institutional Framework and Economic Growth (Rey Juan Carlos University of Spain); an Official University Master’s Degree in Economics and Social Sciences (King Juan Carlos University of Spain); an Official University Master’s Degree in Law (Economic Analysis of Law and Public Policy) from the University of Salamanca in Spain. Also, I have been awarded postgraduate diplomas in Management, Marketing, and Human Resources.

Ph.D. in Economics (Macquarie University and the Complutense University of Madrid). PhD (summa cum Laudae) in Law and Social Sciences (Rey Juan Carlos University of Spain). Ph.D. (c) in Law and Political Science (University of Salamanca).
